Education for Prospective and Existing Builders

TRAINING

At present there are over eleven (11) Universities offering B.Sc Building Programme and about twenty (20) Polytechnics offering National (ND) and Higher National Diploma (HND) Building programmes in Nigeria. Graduate of Building programmes would have to undergo pupilage period under the supervision of a fully registered builder and passed the appropriate examinations of The Nigerian Institute of Building (NIOB) and the interview of the Council of Registered Builders of Nigeria (CORBON), before attaining full professional status.

WHAT ARE THE RESPONSIBILITIES OF A REGISTERED BUILDER?

The Federal Government had approved within the professional scale of fees, for consultants in the construction industry for Registered Builders to perform as consultants in the following areas among others, Building Construction, Project Management, Building Maintenance, Building Surveying Facility Management, Reactivation of abandoned projects, Feasibility and Viability Studies, Litigation and Arbitration, Variation and Fluctuation, Resident Supervision, Prime Consultancy, etc.

WHERE CAN A REGISTERED BUILDER BE USEFUL?

A registered Builder could be engaged in the following areas: construction Industry, Educational Institutions, Banks, Finance, Insurance, Housing Corporation, Military Establishments, Oil Industry, three tiers of Government and their agencies, etc.

FIELD OF ACTIVITIES FOR BUILDERS

Builders are identified as operating in the under listed field of activities:
- Consulting
- Contracting
- Property Development
- Building Education and Research

Building Department – Public and Private Sectors:
In view of the importance of the unique role that the Builder will play in the effective planning, administration and execution of building projects, public (Federal. State, Local Governments, Armed Forces) and private sector organizations are advised not to only establish Building Department/Division/Unit but to also employ Builders to head such Departments. This is required in order to ensure effective professional production management of new buildings and maintenance of existing ones.

Employment of Builders
Builders are employed in the following broad sectors of the Nigerian economy:
  1. - Building Construction Companies
  2. - Private Consultancy firm of Builder practices
  3. - Public Sector i.e. Federal and State Ministries and parastatals.
  4. - Local Governments
  5. - Urban and Regional Planning Board and Local Planning Authorities in all the States of the Federation.
  6. - Nigerian Armed Forces: Army, Naval, Air Force
  7. - Nigerian police
  8. - Nigerian Customs Services
  9. - Nigerian Prison Services
  10. - Academic Sector: as Lecturers, Staff of Works, and Services Departments
  11. - Private Sector: Commercial, Merchant and Mortgage Banks/Finance-Houses/Insurance; Mining/Petrochemical Industries; Oil and Gas Companies; Multinational Corporations; Building and Engineering Manufacturing Industries; Property Development Companies, Private individuals etc.

Appointment of a Builder
Building projects involve the following broad stages:
  1. Planning
  2. Design
  3. Costing
  4. Production
  5. Maintenance
The Institute is of the opinion that the desire of all parties involved in the planning, design and costing stages should be the successful physical production of the building. For this to happen, all clients, be it individuals, government or private sector organizations are advised to engage the services of Builders in Building Production Management in all building projects. This could be achieved either by direct employment of a Builder or by appointing a Consultant Builder.

The Directory of members and Builders’ Consultancy firms prepared by the Institute and updated as and when necessary is available at our National Secretariat and NIOB State Chapter offices in all the State Capitals of the Federation including Federal Capital Territory (FCT), Abuja.

CONSULTANCY SERVICES RENDERED BY BUILDERS

The major Consultancy services rendered by Builders are listed below:
  1. Building Production Management
  2. Building Maintenance Management
  3. Project Management
  4. Building Surveying
  5. Feasibility Management
  6. Facilities Management
  7. Project Monitoring and Evaluation
  8. Arbitration, Mediation and Expert Witness
The fees chargeable by Builders for consultancy services are based on the Federal Government of Nigeria Scale of Fees for consultants in the Construction Industry and the guidelines issued by the Institute to its members and made available to the general public.

Clients are advised to use the “Conditions of Engagement and Consultancy Service Agreement” published by the Institute for the appointment of Consultant Builders.

BUILDING PRODUCTION MANAGEMENT

The practice in this Country is that the actual Construction of our buildings are often allowed to be carried out by non-professionals called “quacks”. This should not be the case.

Even when Professional Builders are given the opportunity to be involved in the development process of building projects, they are often not brought in at the very early stage where their involvement could be most meaningful.

More importantly, the added value for money being enjoyed by clients in other countries has also been denied Nigerian clients as a result of none engagement of Professional Builders in Building Production Management of our building Projects. The above practice in many cases have resulted in disastrous situation culminating in shoddy works, poor workmanship, time and cost overrun, collapse of buildings or part thereof, loss of lives and wastage of funds.

These practices have not allowed clients to benefit from the wealth of experience possessed by Professional Builders in the management of the production process of buildings which encompass Studying Production process.

The scope of services in Building Production Management has been divided into three stages as follows:
  1. Study Production Information:
    1. Studying Production Information (i.e. drawings, schedules, specifications etc)
    2. Taking note of any
